Today the Michigan Department of Environmental Quality (MDEQ) unveiled the water and wastewater revolving fund applicant lists for 2007. The reports contain all of the projects where the state determined that money was available at the time the work was scheduled to proceed.
Two weeks ago, MITA announced exciting news of a whopping $600 million in State Revolving Fund (SRF) loan applications being submitted for 2007 – an almost three-fold increase from the preceding three years. In addition to these SRF loan applications, there were $76 million in applications from the Drinking Water Revolving Fund (DWRF), which is a ten percent increase, and $2.3 million from the Strategic Water Quality Initiatives Fund (SWQIF).
Although the state has reviewed these application requests and identified the projects as eligible for money in 2007, it is not clear which of the applicants will ultimately complete the entire application process and actually begin work. In addition, some projects are inevitably delayed and not completed in the period initially anticipated. Regardless, the amount of work taking place will likely continue to be nearly triple the work done in recent years.
Most projects that proceed will advertise for construction bids approximately 60 days prior to the binding commitment date in the quarter they eventually receive funding. Commitment dates can be found on the published lists posted by MITA.
