MDOT Addenda – Long Sought New Look

Progress is being made… We’re hopeful, you noticed the new Notice to Bidder document (titled “NTB Addenda Markup”) that appeared on a few advertised projects for the November 2010 lettings.

MITA members should recall from previous engineering updates, that the highlighting of addenda changes has been a hot topic of discussion between MITA and MDOT at numerous MITA/MDOT Quarterly meetings. Through it all, MITA remained steadfast in our demanding that designers, when issuing addenda, highlight the changes made to the original contract document. MITA’s request was based on the reoccurrence of addenda involving multi-page special provisions with a remove and replace directive. After a painstaking review of the addendum, it was often discovered that the only revision to the document was one or two sentences or words. The same applied to plan sheet revisions. As MDOT moved into the electronic age, plan sheet addendums gravitated to a remove and replace even if only a front slope was slightly modified. These minor changes were often hard to find, especially on a very detailed or busy plan sheet.

Responding to MITA’s constant pressure, MDOT issued the first pilot marked up addenda documents for items 002 and 025 in the November 5, 2010 letting. MDOT has also identified item 601 in the November 10 letting and item 801 in the November 18 letting as pilot projects that will include the addenda markup.

MDOT will determine the future implementation plan for the “addenda markup” based on MDOT and industry comments on the pilot projects.
