MDOT Extends Implementation Date of “DBE at Time of Bid” Process Revision

At MITA’s request, and with FHWA approval, MDOT has agreed to extend the implementation date of the “DBE at Time of Bid” process revision from the July 12, 2019 bid letting to the October 4, 2019 bid letting. Please see MITA’s April 12, 2019, MDOT to Implement a Revision to the “DBE at Time of Bid” Process bulletin for reference.

You will recall that under the revised “DBE at Time of Bid” process, ALL BIDDERS, rather than just the two lowest bidders, are required to submit their DBE participation documentation or an Abbreviated Contractor Good Faith Effort Application within five calendar days of the bid letting.

Over the course of the next several weeks, a subcommittee of MITA and MDOT representatives (selected by the MDOT/MITA DBE Committee) will be working together to define and develop a submittal solution that minimizes the administrative burden on bidders, the DBE community, and MDOT staff, while still complying with the intent of the federal regulations.

When the submittal solution developed by the subcommittee has been approved by the FHWA, it will be distributed to the MITA membership in advance of the October 4th bid letting implementation date.
