MDOT Suspends “At Bid” DBE Information Submittals

As a result of widespread confusion related to DBE information at time of bid submittal in the February lettings, MDOT has suspended the following DBE initiatives for the March 2nd and March 16th lettings.

Capacity Targeted Projects

The requirement that bidders submit DBE information at the time of bid has been removed.  However, the DBE participation goal will remain as advertised for these projects.  The “DBE Goal” folder in Bid Express will be removed and the standard procedures for submitting MDOT Form 0178 (Blue Sheets) prior to award will apply.

An addendum deleting the “Notice to Bidders Michigan Department of Transportation Capacity Targeted Projects Program Process” has been issued for the impacted projects.

MITA will be actively engaged with MDOT in determining an appropriate DBE information submittal timeframe for use in future lettings with these DBE initiatives.
