REMINDER…MDOT “Data Collection Process” Submittals

This bulletin is intended to be a reminder about the MDOT Data Collection Process “day of bid” submittal requirements.

As you should recall, beginning with last Octobers bid letting, all projects with a DBE participation goal of 6% or greater included the new contract provisions for MDOT’s “Data Collection Process”.  The primary purposes of this process are to collect subcontractor work classification and quotation information that supports the project DBE participation goal and to collect DBE subcontractor quotation activity information.
In particular we want to remind all bidders and all quoting DBE subcontractors about the data collection process “day of bid” submittal requirements which are:
 by 2:00 PM on the day of the bid letting, the three lowest “as-submitted” bidders must submit all subcontractor work classification and quotation information that supports the project DBE participation goal
 by 2:00 PM on the day of the bid letting, all DBE subcontractors that quoted the three lowest “as-submitted” bidders must submit their quotation information
Bidders who fail to submit the required documentation within the specified timeframes will be deemed to have submitted an irregular bid and their bid will be rejected.  This scenario has occurred twice since October.  In one case MDOT rejected all bids on a project when none of the three lowest bidders met the submittal requirement, and in another case, MDOT moved the award of the project to the second lowest bidder when the low bidder failed to meet the submittal requirement.
