Managing the Risks of Design Errors
Owners and contractors have different perspectives but similar goals when it comes to the risk of engineering design defects. Both would like to manage them effectively when they occur, but more importantly, avoid them altogether. In this panel discussion, Deputy Commissioner Sid Lockhart, construction attorney Ed Boucher from Kotz Sangster and Sal Saputo of Meadowbrook Insurance will discuss the “risk register” technique, a unique process Mr. Lockhart developed for OCWRC engineering consultants to employ when setting up a project to reduce the incidence of engineering errors. Messrs. Lockhart, Boucher and Saputo will also discuss some key considerations at the outset of a project for allocating the risk of design errors to insurance companies and when engineering responsibilities will be delegated to contractors and some key considerations project owners and contractors should employ when design errors surface mid-way through it. MDOT Work Zone Update & WZSTF Action Teams Forum
This session will include MDOT work zone updates related to typicals, pavement markings, new technology, work zone enforcement and police presence, Rebuilding Michigan, and the Work Zone Safety Task Force (WZSTF). In addition, WZSTF Action Team #7 (Proper and Efficient Use of New Technology) will take the opportunity to use this time for the annual WZ forum including updates related to the ongoing Action Team items. -

High Level Soo Locks/Line 5 Tunnel Overview
Lt. General Scott Spellmon, 55th Chief of Engineers and Commanding General of the U.S. Army Corps of Engineers will provide an update on the significant construction slated for the Soo Locks. Mike Mooney, Professor of Civil Engineering and the Grewcock Chair Professor of Underground Construction & Tunneling at Colorado School of Mines, will discuss the Line 5 Mackinac Straits Tunnel Project. As the Commanding General of the Corp of Engineers, Lt. General Spellmon oversees difficult infrastructure issues, including a backlog of tens of billions of dollars of civil works projects, plus managing the Army's multi-billion-dollar budget for military construction around the U.S. and overseas. Professor Mooney is a registered Professional Engineer and a consultant on numerous tunneling projects in the US and Internationally. He also serves on the Mackinac Straits Corridor Authority as a consultant on the Straits utility tunnel project. This session should be loaded with great information and insight. 2021 - 2025 Future Workforce Needs, Potential Wage Survey & MDOT OJT Update
The 2020 MITA Workforce Survey will be reviewed and discussed. Plans are underway to develop the 2021 Workforce Survey and your input is needed for additional questions that should be added. PaHoua Schroeder, Workforce Diversity Analyst with MDOT, will provide an update on MDOT's OJT program, and how MITA and MDOT are working together to bring new workers into the infrastructure construction industry and into the OJT program. The 2021 MITA Virtual Hiring Fair will be discussed.Plans are underway, and we welcome your input on when to hold the event, changes that can be implemented, and the amount of sessions that should be held.
